这个情况一般出现在新账户，或者太久没有登录使用的账户，在apple官方有需要同意的隐私条款
三个地方都需要检查：
https://appleid.apple.com
https://appstoreconnect.apple.com
https://developer.apple.com/
需要您分别登录这三个地方去同意一下条款；
大部分原因是因为新账户，没有登录过appstoreconnect，还没有在appstoreconnect上面同意条款
